Parliament is a neutral conference planet located in Federation space. It is often used for conferences in which the Federation is serving as mediator. It is located in the same sector as the Beta Renner System, home to the planets Antica and Selay.
In 2364, the USS Enterprise-D transported both Antican and Selay delegates to Parliment in hopes of resolving their long-standing conflict before admitting either into the Federation. (The Next Generation: "Lonely Among Us")
